Job Description: ACT1 Federal is seeking a Program Management Analyst ACT1 provides program management support services to the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Aircraft Launch and Recovery Equipment (ALRE) Department. This position assists ALRE program teams in executing the timely development, acquisition, and sustainment of ALRE systems.

Responsibilities:

  • Proposing alternative courses of action and options to address programmatic issues with acquisition and life-cycle support
  • recommending methods for implementing policy and regulation as it pertains to acquisition planning
  • Preparing and staffing Acquisition Requirements Packages in accordance with DoDI5000.2
  • Developing, maintaining, and transmitting Government Furnished Equipment (GFE), Government Furnished Information (GFI), or engineering data to support ship acquisition and modernization or system/equipment acquisition programs to cognizant NAVSEA Program Managers.
  • Preparing Plans of Action and Milestones along with estimated cost and manpower requirements, justifications, and budget submittals.
  • Collecting, analyzing, and managing program management data
  • Providing support for the preparation, coordination, and evaluation of program management reviews

Requirements

  • Baccalaureate degree from an accredited college or university.
    • Substitution of Education: An additional three years of relevant Program Management analytical experience may be substituted for the degree requirement
  • DoD Secret Clearance
  • Experience working on Abbreviated Acquisition Programs (AAPs) or programs of comparable size and complexity
  • Possess skills relating to task execution, schedule, and personnel dynamics
  • Be able to effectively operate with Naval Air Systems Command (NAVAIR) policies and processes, with an understanding of how to effectively work within the constraints of NAVAIR financial, staffing, and contracting systems
  • Minimum of 3 years of experience managing complex multi-disciplined programs, with a minimum of 1 year of experience in Aircraft Launch and Recovery Equipment (ALRE) preferred, with knowledge of the land based and ship environments in which these systems will operate
