POSITION PURPOSE

Under supervision of the Director the Assistant Director oversees daily clinical operations of the Emergency Room.  Implements process improvement initiatives, enhancing patient care and throughput.  Provides for the professional development and evaluation of staff.  Serves as a patient advocate within the health care system.  Accountable on a twenty-four (24) hour basis for the management of nursing activities for assigned unit.   Ensures that nursing care meets legal, ethical, institutional, and professional standards. Participates in the Hospital’s Quality Improvement and Service Excellence programs.  Facilitates the application and implementation of the philosophy, objectives, policies and procedures of the department.

    1. Creates a collaborative, productive work environment through positive relationships with the Director, senior leadership, peers, physicians, employees, patients/families and the community.
    2. Monitors the provision of Emergency & Trauma patient care services from triage, stabilization, appropriate interventions, through discharge/transfer/admission.
    3. Collaborates with the Director and ER Medical Director.
    4. Investigates incidents and patient complaints, performing service recovery when possible.
    5. Ensures compliance with all regulatory requirements.
    6. Assists the Director in development and implementation of appropriate policies and procedures.
    7. Plans and provides a sufficient number of qualified and competent staff for the unit.
    8. Establishes work schedules and assignments to ensure coverage as demonstrated by maintaining appropriate staff ratios within approved budgetary guidelines while ensuring safe, quality patient care.
    9. Ensures completion of all employee records including but not limited to: payroll, performance evaluations, competencies, personnel action requests etc.
    10. Ensures initial orientation and continuing education opportunities are presented appropriately for all department staff.
    11. Participates in the development, implementation and evaluation of quality improvement processes for the department.  Maintains quality control programs, as appropriate.
    12. Participates in the budget planning process by assisting the Director in making recommendations for resources, including personnel, equipment and space as appropriate.
    13. Provides 24 hour accountability of leadership by appropriate delegation, using sound decision making and critical thinking skills.
    14. Functions competently in the staff role as necessary.
    15. Demonstrates adaptability, problem solving and professional behavior at all times.
    16. Participates in continuous Quality Improvement programs
    17. Abides by the HMH Legal Compliance Code of Conduct.
    18. Maintains patient confidentiality and appropriate handling of PHI.
    19. Maintains a safe work environment and reports safety concerns appropriately.
    20. Performs other related duties as assigned.

Requirements

Education: Graduate of a school of professional nursing, BSN preferred.

Experience: Two years of Charge RN experience & at least 3 years in Emergency nursing required.

Licensure/Certification: Current licensure as a Registered Nurse in the State of Texas, or immediately eligible.  Basic Life Support certification required within 60 days of employment.  Advanced Cardiac Life Support & Pediatric Advanced Life Support certifications within 90 days of employment. TNCC within 18 months of employment.

Frequent: standing, walking, lifting, carrying, pushing, pulling & reaching.

Occasional: sitting, bending, squatting, climbing kneeling, twisting.

Visual and hearing acuity required; Color vision required for perceiving changes in patients’ skin color and colors of medicines and solutions.  Work is inside, with good ventilation and comfortable temperature.

Possible exposure to: toxic/caustic chemicals or detergents, moving mechanical parts, potential electric shock, radiant energy, communicable diseases, blood borne pathogens.
